Bangkok (Thailand), 9 December 2023 – Today, on International Anti-Corruption Day, 13 civil society organizations from across 10 Southeast Asian countries have come together to establish a regional anti-corruption network, with the support of United Nations Office on Drugs and Crime (UNODC).
Chaired by the Knowledge Hub for Regional Anti–Corruption and Good Governance Collaboration (KRAC) under Thailand’s Chulalongkorn University, the Southeast Asian Anti-Corruption Network (SEA-ACN) for CSOs aims to facilitate the sharing of experiences and lessons in advocating for reforms and greater transparency and accountability. It also seeks to support diverse voices in policy and decision-making, identify commonality in regional challenges, and work together to address them.
Southeast Asia has experienced a slow-down in countries’ achievement of Sustainability Development Goal (SDG) 16 targets, which encompass indicators for ‘peace, justice, and strong institutions.’
This year also marks a significant milestone in the global fight against corruption, with UNCAC, the world’s first and only legally binding universal anti-corruption instrument, marking its 20th anniversary. All Southeast Asian countries are State parties to UNCAC.

เนื่องในวันต่อต้านคอร์รัปชันสากล KRAC สนับสนุนภาคประชาสังคมเพื่อการเปลี่ยนแปลง
เพราะการต่อต้านคอร์รัปชันไม่เพียงแต่ต้องใช้แรงขับเคลื่อนจากรัฐหรือเอกชนเพียงอย่างเดียวเท่านั้น แต่ยังต้องการภาคประชาสังคมร่วมเป็นส่วนหนึ่งของการแก้ไขปัญหา เนื่องในวันที่ 9 ธันวาคม ตรงกับวันต่อต้านคอร์รัปชันสากล ศูนย์ความรู้เพื่อความร่วมมือในการต่อต้านคอร์รัปชัน และส่งเสริมธรรมาภิบาลในระดับภูมิภาค (KRAC : Knowledge Hub for Regional Anti–Corruption and Good Governance Collaboration) ภายใต้คณะเศรษฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย จึงได้ร่วมมือกับสำนักงานว่าด้วยยาเสพติดและอาชญากรรมแห่งสหประชาชาติ (UNODC : United Nations Office on Drugs and Crime) และเครือข่ายต่อต้านทุจริตเอเชียตะวันออกเฉียงใต้ (SEA-ACN : Southeast Asian Anti-Corruption Network) ได้เปิดตัวโครงการสนับสนุนเครือข่าย 13 องค์กรภาคประชาสังคม จาก 10 ประเทศในเอเชียตะวันออกเฉียงใต้
โดยเป้าหมายครั้งนี้เป็นการสนับสนุนองค์กรภาคประชาสังคมเพื่อให้เกิดองค์ความรู้ผ่านการแบ่งปันประสบการณ์ซึ่งจะนำมาสู่การปฏิรูปให้เกิดความโปร่งใสและความรับผิดชอบ นอกจากนี้ยังมีการสนับสนุนให้เกิดนโยบายที่มาจากเสียงที่หลากหลาย และมีการพูดคุยเพื่อหาจุดร่วมของปัญหาคอร์รัปชันที่หลายประเทศในทุกภูมิภาคต้องเผชิญ เพื่อนำไปสู่การทำงานร่วมกันในการแก้ปัญหาเหล่านั้น
สิ่งที่น่าสนใจสำหรับวันต่อต้านคอร์รัปชันสากลในครั้งนี้ยังเป็นวาระครบ 20 ปี การลงนามอนุสัญญาต่อต้านการทุจริตแห่งสหประชาชาติ (legally binding universal anti-corruption instrument) ที่ 181 รัฐภาคีได้ลงในอนุสัญญาไว้ในปี 2546 และประเทศทั้งหมดในเอเชียตะวันออกเฉียงใต้ก็อยู่ในอนุสัญญาฉบับนี้ด้วย
