The Southeast Asian Anti-Corruption Network for Civil Society Organizations (SEA-ACN)
is a coalition to facilitate the exchange of anti-corruption resources and best practices,
ensuring a comprehensive and sustainable approach to tackling the corruption issues.
The network focuses on four key areas: Open Data, Public Procurement,
Whistleblower Protection, and Business Integrity. It is facilitated by the KRAC Centre,
which drives the SEA-ACN initiative forward by actively maintaining the anti-corruption
ecosystem and expanding membership from Southeast Asia to a global network.
OurProjects
Open Data
This key area focuses on enhancing transparency through datasets aimed at combating corruption and connecting valuable information sources. These resources include, for example, company registers that provide details on company directors, their locations, and their links to government contractors. Recently, the Open Data team conducted a study on harmonizing the definition of Politically Exposed Persons (PEPs) in Thailand and Malaysia.
Public Procurement
This group focuses on comparing public procurement systems
across Southeast Asia, recognizing that procurement is one of the administrative areas most vulnerable to corruption due to its complexity. Currently, the Public Procurement group, led by C4 Center, is undertaking a project to produce a study titled Comparative Analysis of Public Procurement Modalities in Southeast Asian Countries.
Whistleblowing Protection
This group will focus on promoting whistleblower protection beyond legislative reforms by raising awareness and mobilizing action from responsible stakeholders. It also emphasizes the vital role of the media in anti-corruption efforts and advocates for protecting journalists from harassment and retaliation during investigative reporting.
Business Integrity
This group will call on governments in the Southeast Asia region to strengthen and enforce laws that promote greater transparency and accountability in business operations. It will also seek to engage the private sector—particularly small and medium-sized enterprises (SMEs)—in advancing integrity and aligning with Environmental, Social, and Governance (ESG) standards.
